Kolkata: The Indian Statistical Institute (ISI), recognized globally as a premier institution of national importance, is gearing up for a transformative journey to reimagine, reinvent, and reestablish itself as a world-class institution before its centenary celebrations in 2031.

Under the provisions of the ISI Act, 1959, the Central Government (Ministry of Statistics and Programme Implementation, MoSPI) periodically forms committees to review ISI's performance and provide recommendations for its future trajectory. As part of this mandate, the fourth review committee was constituted in 2020 under the leadership of eminent scientist Dr. R.A. Mashelkar, former Director General of CSIR. The committee delivered a comprehensive report to the Government of India, outlining a transformative roadmap to elevate ISI’s global stature.

Transformational Vision for ISI

Anchored in the theme Reimagine, Reinvent, and Reestablish, the committee proposed 61 actionable recommendations aimed at strengthening governance, academic programs, research priorities, infrastructure, and financial sustainability.

Despite the challenges posed by the pandemic, the committee engaged extensively with stakeholders through virtual consultations. These interactions involved faculty, students, alumni, administrative staff, and industry experts, providing valuable insights into ISI’s functioning, achievements, and challenges. A comparative analysis with leading global institutions helped identify gaps and opportunities, forming the basis for a forward-looking vision for ISI.

Key Recommendations

The committee’s recommendations span several areas:

  1. Governance Reforms: Strengthening accountability through performance-based evaluations and defining clear roles for faculty and staff.
  2. Academic Expansion: Incorporating cutting-edge fields like data science and machine learning into academic programs while increasing student intake and faculty strength.
  3. Research Excellence: Promoting interdisciplinary and large-scale research projects with national and global relevance.
  4. Infrastructure Development: Establishing world-class computing and laboratory facilities, modernizing campuses, and creating centers for emerging fields.
  5. Industry Partnerships: Fostering collaborations with government and private sectors, setting up technology innovation centers, and enhancing ISI’s visibility through brand-building initiatives.
  6. Financial Sustainability: Encouraging resource generation through alumni contributions, research grants, and industry collaborations while enhancing autonomy in financial and recruitment processes.

Progress and Implementation

ISI has already begun implementing these recommendations to align its structure with contemporary demands. Notable initiatives include:

  • Launching the Center for AI and ML (CAIML) to integrate with India’s national AI strategy.
  • Preparing for the establishment of a Center for Applied and Biostatistics to address interdisciplinary needs.
  • Activating a dedicated research center for Economics and Data Analysis with focused leadership.
  • Adopting advanced digital learning methods, offering online and hybrid courses.
  • Streamlining faculty recruitment and promotion processes to attract top talent.

In the second council meeting held on January 23, 2025, chaired by Dr. Koppillil Radhakrishnan, ISI reviewed the implementation status of the recommendations. While significant strides have been made, discussions on other initiatives are ongoing, with a focus on governance reforms and infrastructure upgrades.
